Jerry Affum Offei is the National Programmes Coordinator and  15 years experience in development management. His role as the National Programme Coordinator includes supervising all field activities but supporting in the preparation of financial statements, compiles technical report, relate to major stakeholders such as Donors, state institutions, representing the Organization in major engagements and meetings. Coordinating and monitoring of activities of the organization. Also he collate all report from fields into a comprehensive report and report to executive director and donors


Develop and implement projects that improve sustainable and secure forest resource based livelihoods through the promotion of Community capacity & participation in policy and law formulation, implementation and monitoring. This strategic direction aims to ensure a set of objectives and activities that ensure community participation in forest policy implementation and access to available opportunities for community forest investment. The objectives under this strategic direction are:

·        Projects designed to align to global and national forest resources management trends


·      Livelihoods of local communities improved through the promotion of sustainable community based forest management and small & medium forest enterprise development


·       Promote programmes and partnerships that assure environmental integrity and sustainability


·    Develop and implement Community capacity building strategies for the implementation and monitoring of REDD+, VPA/FLEGT, FIP, forest law review and other forest sector programmes


·     Community capacity improved to access emerging policy and legal opportunities for community forest investment and forest based livelihood improvement


·       Support and advocate for the complete implementation of the new Forest & Wildlife Policy 2012.

 

The key activities to be implemented to achieve the above objectives of the strategic direction on forest & wildlife include:

a.    Participate in forest policy dialogue and contribute towards policy & law formulations, development, implementation and monitoring


b.   Support the implementation of  safe farm training protocols that promote livelihood diversification and improve sustainable landscape management


c.   Promote evidence based community based forest resource management models that promote security of tenure, fair benefit sharing regimes and promote sustainable forest management


d.  Develop and engage in pro-active activities for communities to be empowered and take advantage of the new and emerging opportunities in the new forest policy & VPA/FLEGT


e.  Facilitate the design & implementation of participatory platforms for information sharing, knowledge building, transparency, accountability & monitoring (eg forest forums, radio etc)


f.   Develop community legal capacity in the various forest sector programmes/interventions (new policy, legal review, VPA/FLEGT, FIP, REDD+, etc)


g.    Engage with FC at all levels to develop the appropriate competency and knowledge to allow its staff to handle their roles of law enforcement and positive community engagement





Develop and implement projects that will meet the needs of citizens to enhance their capacity to effectively engage with their elected representatives and the local representatives. This strategic direction aims to bridge the challenges in community development and contribute to shaping local and national policies/law to improve community participation in local governance. The objectives under this strategic direction are:

  1. Integrate good governance strategies in all projects, thus enabling the poor and marginalized to assert their rights & fulfill their responsibilities.
  2. Develop and implement programs to build capacity of local people in understanding the decentralization and their role in advocating for increased participation in decision making at the various District Assemblies.
  3. Develop partnerships and synergy with players at the local level.
  4. Liaise and network with both local and international organizations with development agenda or aspirations common to POTE priorities on local governance

 

 

The key activities to be implemented to achieve the above objectives of the strategic direction on local governance are:

a.  Empower communities and community groups to engage with their leaders (Traditional Authorities and Elected representatives) and Local Authorities and demand accountability

b.   Facilitate communities to develop their community action plans and contribute to the district medium term development plans and budget preparations

c.     Train Elected representatives to enhance their capacity to deliver

d.    Facilitate and enhance the capacity of Traditional Authorities in ADR and to respond to their expected roles in the local governance system as leaders

e.      Facilitate the Assemblies to open up their doors and engage communities well in their preparation of plans and budgets and making same available to the citizens to monitor progress
